If I recall correctly, Boomers became the dominant age group in 1998. There were still plenty of Silent Generation people in there until more recently, like Dianne Feinstein, for instance who only passed 3 years ago.
Feinstein was a literal roadblock to progress, she did a lot more damage than some of the boomers younger than her by refusing to let go.
