Hours-long wait for hundreds on motorway defended after fatal crash

There's a question I have about incidents like this.

If the road is closed, and will be for a matter of hours as the crash analysis process is worked through, why isn't there a procedure to get stuck vehicles off the motorway, by allowing them to turn around and drive up the on ramp?

Five hours is an appalling amount of time to be stuck.

Right, it seems like it should be pretty trivial to send someone to the previous off ramp to direct all vehicles off, so you could be sure of no oncoming traffic - then start backing cars out. This wouldn't need to be police, you could have a traffic management team (which already exist for road works) sent to the scene.

I guess crashes this severe are reasonably rare so they don't have a team on standby all the time, but surely there is some middle ground option that could be organised.
