Something that requires some degree of looseness to remove, like a belt, should never be used to restrain a limb, unless it's being used as a tourniquet.
To add: get some cheap trauma shears. They work better than normal scissors for cutting through stuff, and could handle a normal belt pretty handily (if that's your thing, still shouldn't use one tho)
