Not really. He seems to have been very aware that his position is tenuous and he can't risk moving a large part of his military out of country to do something unpopular. If he was going to join the war, he would have done so already.

Nevertheless, offering an apology seems to be a departure from his attitude at the beginning of the war.

I think he knows it would be the last straw that broke the Belarusians back and that it most likely would lead to his head on a stick.
