Envy used to prickle me constantly. But Buddhism teaches us that if someone feels joy, we too can feel it

I like Buddhism but I don't think the world needs to adopt even MORE of a "let others enjoy things" mentality at a time when a lot of our envy is directed towards psychopathic assholes who derive joy specifically from doing things that cause others to suffer, and whose success in these regards will encourage more of the same behavior. Seems like slave morality propaganda tbh. Like, I actually agree with the underlying concept, but I just think its not the quickest path to a happy life right now. But it is suspiciously a path that is in no way disruptive to the status quo.
There's a way to get there apart from friendship or tribal spirit?
