It seems there is a separate, smaller sandwich on top of this large sandwich. Perhaps it is a club sandwich of sorts.
People ate sandwiches of mostly bread in that era. Americans inverted the ratio.

Officially they were goggles for protection from eye irritating gas, but they were used by soldiers as dust goggles.
