People were just dumping their cars anywhere they could. They actually said, 'I'll take the risk of getting a parking ticket. What is it, £35'?

One more lane, one more car park - that will fix all the problems!
If that was in the states the ambulance would push cars if needed. That's also if the cars wouldn't have been towed away first.
Most towing companies are brutal and friendly with cops.
