It's just a type of pith helmet, similar to what's used by most troops deployed in warmer climates. I do wonder why none of them have boonies though since that would make slightly more sense for the U.S. military gear repurposed by the NCR.

I guess it's more rigid than a boonie? Might be a ballistic helmet with a pith covering?

The NCR helmet looks almost like a covering over a standard helmet - hence my confusion. I'm aware that a normal pith helmet doesn't provide ballistic protection and is made of bamboo/other cloth material.

The NCR helmet, judging by the sound of the fall, is made of metal. a thin sheet metal bender.

Which is logical. In the wastelands, trees are scarce, but scrap metal is everywhere.

If they're cotton and stored reasonably they'd survive much longer than a hundred years.
