Not only that, but there's a bunch of examples of the government simply ruling against a union or workers. In a case against a hatters union for example, them striking resulted in all members essentially losing all their savings and having to pay the company.
Then there's multiple fields where unions and striking is literally illegal. What then, dumbass? Texas teachers can't unionize or strike - it's illegal. Air controllers can't so either.
