Thus why he doesn't get help. Probably threatens to eat the neighbors if he doesn't come-home by a set time every night... like an abusive parent on all counts, now I think about it.

So, I'm guessing this is an allegory about society's attitude of "boys will be boys".

I don't think that's the case here. This is an old webcomic that has been offline for many years called Pictures for Sad Children according to OP and Wikipedia. When I do a general image search for it, virtually none of the images I see appear to have a byline (except for one that appears to be a book cover), so it's looking like the original author published the individual comics without one.

According to DNAinfo.com, Veil spent $30,000 USD producing the 200-page hardcover book and even more to include a plastic-wrapped dead wasp in each copy, leaving little money for actual shipping.
