I hear this all the time… but it’s cat by cat. I’ve currently got 3 and one is always down for belly rubs, the other 2 have to be in the mood.

I'm used to them wanting and asking for belly rubs but communicating that they are done with gentle scratches.

My cat will literally flop over when she sees me so that I can pet her belly. Then she gets all playful and starts doing the kangaroo kicks while biting and gripping with her claws, just like she does when she's playing with a toy. There's a big difference between a play scratch and an attack scratch.

One of mine starts rolling like a rolling pin as soon as I open the door coming home. And he won't stop that or jumping up my leg until I scratch him intensely. We always suspect that he grew up with dogs :)

My cats love belly rubs, but they also love play attacking and they don't realize how damn sharp they are
