It's rage bait. Communities can continue to set their own time zones. Kootanee just hasn't passed the motion to join yet.
We need a broader interpretation:
"Nelson B.C. Mayor's Log, stardate 41153.7. The number of American draft dodgers continues to climb..."
One of them should set their time zone to UTC+4:21, just to ruin everything.
