Though this would also be the case for cisgender dergs who wish to interact with humans since vocal ranges don't differ between sexes in dragons, at least noticably.
That does mean that a cis female dragon would indeed need to voice train to sound feminine, or a cis male to sound masculine to humans depending on what baseline their species' voices are.

For Elder Scrolls dragons like the one posted here, they don't really have different genders or sexes because they're made by a god splitting pieces of their soul or something similar. They probably could change their expression in various magical ways, but who really knows ¯\_(ツ)_/¯
