The Drivers, that don't know the ruling that you ONLY enter into an intersection when you can actually safely clear it, are way too damn many!

And the drivers that don't enter the intersection when it is safe to do so. Mainly because there is a big "no right on red (between 7am-9am)" sign so they just sit there waiting for the green light backing up traffic because they don't bother reading the full sign with the hours its in effect

Or maybe they just don't feel confident that it's safe to turn out into traffic until the green garauntees it. That's their perogative and it isn't illegal, unlike blocking the box. The offense is that your impatience behind the wheel is triggered.

Just had this happen to me, just rolled down my windows and stuck my gigantic mitt out the windshield with one prominent finger on display. Dude started losing his shit and started furiously waving around both hands in a similar gesture trying to frantically find his power windows button, but couldn't before I was gone.

One of the few times you're allowed to stare and it isn't impolite...unless you slowly lick your lips or something. Then it passes into creepy territory.
