So term 2 after Biden did nothing with it, trump (his handlers really) felt comfortable using it as a list of candidates, because if any of them don't do what Trump says at any point, they can just burn them with the blackmail material they have, and absolutely no one else would protect them.
That's why there's never going to be an article 25, even if he tries another coup.
