A president has literally nothing to do with them.
A president does not sign off on them.
Who will stop him?
The real question is how will he stop states from moving forward with their results?
Edit: for example he publicly states he does not accept the results of democratic elections, then everyone just gives him a thumbs up and does it anyway. He can't keep up with a nation, even his whole administration isn't moving forward that fast
They will just not swear in newly elected officials. There is already presedent set by them for this, as they refused to swear in Adelita Grijalva for 7 weeks to delay vote on Epstein.
Only to eventually swear her in because if not the government would remain shut down and the supreme leader wants his bs budget
We can imagine a dystopian scenario where a sitting US president loses an election but claims he didn't. That the election was rigged. Then he sends a mob of people to storm the legislature, either to pressure the vice president not to enact the election results or to have him killed along with leaders of the opposition before he does (the traitor!).
I mean we can imagine something like that happening if a truly deranged person was president, but why would we.
I suppose he could try to have his incompetent personal army arrest any candidate he thinks cheated.
He'll probably call them a terrorist and have them executed.

In a way, this is good news, as it shows that Trump is not confident in his control over the elections.

I think it’s more we don’t know exactly how Trump will respond should the election indeed go his way. Yeah there is the possibility of him sending the Feds to block democrats from taking their seats and such. But honestly for all we know Trump could Chicken Out again and just do wasteful lawsuits
