Western IMF loans require austerity or a concession of sovereignty, and in this process the global north gets extremely wealthy at the expense of the global south. NATO's role is to protect this process of expropriation.
My assumption is that it's mainly from Europeans that don't believe they are actually imperialist. Most are aware of how bad the US Empire is, but Europeans act like they aren't complicit vassals.
