In the context of an article those quotes don't represent sarcastic air quote style of speech. They are quoting the victim who used the exact word.

I feel like conveying the use of this exact word was already achieved by stating that's how the victim felt (because without their saying, it would be impossible to know).

However, I'm not a native speaker, so it's absolutely possible for me to read stuff between the lines that aren't there.

Nah your understanding is correct, but journalism has its own set of rules and is essentially an underlying dialect that is guess half of us can’t follow

Its there to clarify that the journalist wasn't adding their own opinion to the article, which they are not allowed to do. The word would have to be a quote from someone interviewed in the article or some other official description.
