Real talk for a sec:

If you're looking for a solution, then use Kodi. Open the context menu while playing a video, go to the audio settings, then adjust to your liking. (-20dB volume and 18dB volume amplification worked in my case, but you can tweak to your system).

If you're struggling with a noisy environment (I watch a lot of TV with my kids playing and running and screaming in the room), then get a Bluetooth speaker and put it near yourself. Now you're not battling to drown out other noise with more noise.

Bluetooth speakers have made tv watching so much easier for us. Putting a speaker on the table right in front of us or on the back of the couch or whatever close by cuts down on so much noise competition amongst the people in my house. I still have a larger soundsystem for if we are all watching something but with the bluetooth I don't have to hear Daniel Tiger.

I once read someone blaming directors/producers mixing movies with theaters or full-on perfectly-tuned surround setups in mind instead of the 2.0 TV speakers and earbuds most people actually use, and I don't know how true it actually is but it sure makes intuitive sense.

Then again, I still have to wear my ANC earbuds in the theater without them playing anything because the score and sound effects are so loud.

Quite true in my experience. A 5.1 or 7.1 surround system with a good center speaker will make most issues go away.
Even just 3 speakers in front of you with a center one that is usually for voice should fix it (like some soundbars).
