Simple just make it illegal to drive without a license /s
I kind of get this. It's not the job of the dealer to check you legally have a licence. However I would have thought that registration would require a licence and the car can't leave the lot without registration.
Licensing (and registration) is not about owning a car, it's about operating a car on public roads. Theoretically, you could buy a car simply for taking to the racetrack or offroad, and you wouldn't need a license/insurance/registration.
(Though racetracks probably require licenses, and public land off-roading has its own rules, too).
