Makes sense. Trump doesn't answer to Congress. So no point telling them. He does however answer to oil companies.

Can't tell Congress because "Congress Leaks" (his words), but oil Companies like Chevron are known to never spill anything, right?

Actually I guess you could say that if oil companies are good about anything, it's keeping their mouths shut. So from a defense/security perspective, the logic actually tracks...

He didn't "tip them off" about an action he was taking. He CONSULTED with them to see if it was an action he SHOULD take. If they would have said they couldn't do anything, we wouldn't be in this situation. If they wouldn't have said the problem is Maduro, we wouldn't be in this situation.
