Likely an insect trap of some sort. They use all sorts of different types for collection based on the insect they are trying to trap/study.

We have had these around our farm properties for a while for the same reasons. You can make them out of mesh wire and some 2X4 pieces of wood. Don't look as fancy as this but with the right bait (horse/cow dung and some meat scraps) you can get the same amount of flies. Really helps the animals and humans when the horseflies start swarming.
Oh god, I hate those fuckers. Let's put up 10,000 more of those traps.

He will live a long and happy life but will require extra chin scratches.

That is a very springy looking spaniel.
He’s only a year old so he is very giddy.
Could be trying to catch Asian Hornets?
