Most of the footage we have of the first tower is from people who were doing other things with their cameras and camcorders at that time.
That wasn’t moments after the plane hit. Given the smoke, they had time to arrange that shot.
I don’t know the situation, but at worst it comes across as crass. Perhaps they were going for a “solemn” look, but it has more of an “artistic” look. Not that it’s a particularly good composition…
