I think that something is being missed in this. I agree that the US needs better regulations on cars but these numbers don't capture the reason for the difference. On average, eupropeans dive about 12,000 km/yr while Americans drive about 26,000 km per year.
I think this points to the bigger factors here being lack of public transit and unwalkable cities, both of which are symptoms of low population density and poor infrastructure management.
Assuming you're numbers are correct, you could rephrase things to say "Europeans and Americans have roughly the same number of fatalities per KM driven"
The graphs do show a very peculiar difference in the trends after COVID. All nations had a small dip during COVID and after the worst of the pandemic was over, they went +- back to their prior trends, except the USA which had an upsurge.
Not in any way disagree with that sentiment at all, i'm just responding to the density comment and think urban sprawl is why the density is so low, making everything so far apart, making public transport hard to build, and making everyone impatient and drive fast, which causing so much death on the road. It's all linked.

Please note that this number is skewed by those living in coastal areas. People inland don't dive as much.

Sure, that explains the difference in volume. Does it also explain the difference in trend though?
We would need those statistics peer year, too. There's a clear downward trend in Europe, and I don't think we are driving less at that rate.

The point is that if you build right, or even attempt to, you will have safer roads and cities even with a lot more density.
Are you seriously asking what’s the point of roadway fatality data?
The EU population is 450 million people with an average density of 106 people/km2. The US is 350 million at 33 people/km2.
There are probably better metrics than straight density.
I think that's also a big point, US is all urban sprawl, and that make it hard to build public transport.
Still, 80% of people in US live in urban areas. It's easy to build public transport for them

That’s average density, but a lot of the US is empty. The more empty places there, the more places that are denser than the average.

Does that include the fact that Europe has more than twice the population of the US? So road fatalities are actually 4x if you calculate per person?
