It’s an old desktop environment that used to be the standard for Unix workstations.
KDE and Gnome were heavily influenced by it.
And it’s still maintained and just released a new version.

Some commercial Unix systems still exist, but are being phased out.
BSD is also a Unix system.
However, this desktop environment also runs in Linux. Why people still use it, I don't know. But there doesn't have to be a good reason, as long as someone thinks it's worthwhile to maintain it, it'll keep existing.

OpenBSD people and those who don't like "bloat" seem to like DEs like CDE.
