The depth and severity of the consequences are more burning weapons factories and oil refineries, that's about it and it is a very positive development.
The thing with Tomahawks is that they're designed to be fired from launchtubes in warships or submarines. These aren't exactly something you just hand over and they're ready to be used.
I would assume they're also being given access to Typhon VLS. This TEL system has been seen in the Philippines and Australia before.
