Admittedly this is almost 20 year old data, but I doubt it's much different today.

That's not the police. That's the DA.
The DA isn't responsible for finding criminals or making arrests or the bulk of gathering evidence
A lot of people apparently think DA's are cops apparently. I never heard anyone say that years ago, but it's become more common now
