Of course they are. It's literally been a go to strategy for decades. Provoke the scenario that allows you to use violence to disperse the protest.
False flag events.
Common tactic by most police departments. A huge proportion of cops like hurting people and jump at the chance to do it without consequences. And most of the rest serve the interests of the people being protested against, not the rest of us. They are least of all "law enforcement".
Becoming a cop is a legal avenue of pursuing violence. The problem with good people is that they're slow to violence, a bad hiring decision.
