Really it could be at the start of the phrase like the other commenter suggested, or in between the two white phrases, with "hope" sitting at the end.

I think there's also some merit to the ampersand not being connected to the words at all; ampersand tattoos are often a statement in and of themselves, and I think I'd usually interpret that statement as "continuing" (like "and next...") despite challenges.
