with the phrase "do not be evil" they recognize two things:

The responsibility that comes with power new technology brings
The possibility that this tech could become or used for evil.

Something like that never should have been a simple promise to begin with. They've been allowed to become a near-monopoly so i guess it's really up to them what they decide to do now anyway ¯\_(ツ)_/¯
