No other major sporting events are permitted within a week of the start and end of the World Cup. Other large “cultural events,” like concerts, are also not allowed on the individual days before and after game days.
Not exactly sure what counts as a major sporting event under these terms.
I wonder if people could just do it anyway without the official organizers and be like, "look, buddy, we're just out here enjoying ourselves on the boat, so frig off."
