The world is far too technologically advanced for it to be Hobbits. The Hobbits are specially written to be essentially self sufficient and don't desire anything more advanced than beer (and magic fireworks.)
I also like to make fun of the low quality by making it worse. Some people have no ability to even see the low quality, and I find that sad. It's like living your whole life not knowing you need to wear glasses.
