I mean, one thing is using recordings and another one is whistling. If you're disrupting them then it's just natural selection.

It's generally frowned upon. Birds spend their lives collecting enough energy (food, water) to survive (find more food, defend territory, mate, etc). If a bird reacts to a fake call, it's wasting energy that could've been used for something actually useful, which lowers the bird's chance of survival.

Yes. Maybe try feeders. Binoculars also work, but may require some patience.Doesn't seem like you need to tease/antagonize them to be able to see them.

Not every mating call has to be for them, silly birds.

But hunters are specifically trying to call them in to shoot them. This is more like catch and release fishing, you are just making the bird late for something...
