They're setting up a situation where if you show up you'll be arrested and send you for life imprisonment in some country you've never been to, but if you don't show up they can call you a criminal and arrest you and send you for life imprisonment in some country you've never been to. And if any judge tries to make sure you receive the due process the constitution guarantees you, they'll arrest and imprison the judge.
