He's just covering his ass now that the impunity is becoming less absolute. For 19 months he was, like most of his depraved countrymen, perfectly fine with killing babies as a hobby.

There is no significant domestic constraint on Israel's genocidal policies. The military and political establishment are unified in the elimination project. The population are broadly supportive or indifferent. The 'enemy' is the entire state.
