How does the level impact things in it's statblock?
It's been a while since I played pathfinder
PF works on a level scale. The stat block says that it is level three stats, the monster, to be presented as standard, is 83. So you would scale up the stat block.
Nothing is actually published that way, as it is dumber to not make the de facto intended state of the monster the stat block presented, with the level scaling, both directions, to be applied to fit the needs of your game. However, being overly technical, as nerds are, if the monster as is presented says level 83, the stat block, regardless of the level, should be scaled to the level the book says the monster is, as that is what it is intended to be when put into a game.
And, of course, because the Internet is full of nerds, someone has fixed the stat block to be on spec with its level:
