This feels like what "Kingdoms of Elyria" wanted to be.
I think the real world implementation of "Kingdoms of Elyria" is Kingdoms Reborn. A multiplayer 4X/city-builder hybrid (although it works just fine in single player too).

Same here. I heard about it from the Dwarf Fortress developers, apparently they helped with some of the procedural world generation or something.
