They have 2 minutes to convince us how they would spend their money to make humanity better. If they don't convince the panel they are tossed in the tank.

We have to let the screams die out. If you throw too many billionaires in too quickly the sharks don't eat them and they just drown and then it's the crab and the snails and other small critters that eat, and while that's nice for the ecosystem, it's not nearly as entertaining.
