Its a scooter that has room for a passenger (or presumably, some extra cargo with a seat mod) which has the stylings of something less derpy than most scooters.
I think it looks neat.
Its kind of like the opposite of how many Western designers do micro EV cars.
They often have extremely weird designs that look... something like a mix between attempting to be cute and futuristic, like how you would imagine cars in an animated pixar kids movie set in the future.
