should i install gentoo on my laptop
the specs for it is a windows 8.0 eara intel Pentium cpu 3.9 gigs of ram , and windoes takes ~50% of ram . if so what desktop/tiling window manager should i emerge

Gentoo is designed for this kind of PC Also, if you habe another PC to run distcc on, it might maybe even to usable

Whichever you like. Gentoo is all about choice. IceWM and jwm are windowsy, and very very light.
... I'd choose to upgrade the hardware. ;) (~ if you've not already in the 4 years since posting that. Sorry to leave you hanging so long). ;D
While it is not impossible to setup Gentoo Linux on a machine like that, I do not know whether it is worth the hassle. I would just go for Linux Mint or so (would be light enough, esp. their flavour with XFCE).
