I'm pretty confident that this must be a violation of the TOS of either the site or whatever parcel service they intend to use
There isn't any explosives. So it would depend if they allow weapon accessories. I know in the US you can ship pretty much whatever you want, as long as it is marked correctly, there is a carrier that will carry it.
This would be a major component of a destrictive device so you'll probably run into ATF import/transport restrictions..
