Apple has walked back their original plans to kill PWAs in the EU, so my original post no longer applies!
Voyager is the best PWA I’ve ever used. I’ve basically forgotten it’s a PWA. (I’m on iOS)

I think it’s only if you use a WebKit based browser ?
All browsers are WebKit in iOS. Although this is going to change in this new version, the ability to add it to your home screen and function independently from Safari is what was being revised.
You’ve misunderstood. You’ll only be able to add a PWA to the Home Screen if it uses WebKit.
