Think it probably is boots, guessing four people per tent, store your boots underneath, so you don’t track dirt into the tent then sit/ leg up on-top to tie up your boot

That was kind of my first thought as well. Boots are important for soldiers. I slightly doubt it because of how clean they are for a previously used camp. Also not really sure what the four cross-blocks on the top would be for.

According to a couple articles the tents and benches were just recently set up and each tent holds about 50 people.

From the source article, suggests it was a previously used camp. Though I guess it could be new setup on the base or something.

If not for lacing boots, maybe for climbing into something high off the ground, like a truck? I immediately thought of mounting horses, but I think I forgot which century it is.

If there is 50 people per tent, like it's been suggested, I wonder if they aren't used for water jugs for personal hygiene? Picture Jerry cans with little spigots on the caps. I used them back in the day. But use a little water to brush your teeth, shave, whores bath, whatever. Also to drink
