Did Paradox reduce the summer discount for penultimate DLC?

Hello EU4 Lemmy people!
I was waiting for the summer sale to pick up LoTN. In the past, I thought that Paradox marked all except the most recent DLC 50% off - this is how I bought everything before. It looks like that has changed and LoTN is just 20% off even though it released like 10 months ago. Is this something new for immersion packs?
Often the most recently released content for any Paradox game is 0-20% off during a sale, even if its quite old at that point. I remember Holy Fury (CK2 final dlc) not going 50% on a sale for a long time after it was first released.
I guess that makes some sense. Domination isn't discounted at all which I figured but I was hoping this one would be more by now.
