Escalating the strikes against the rebels will likely bring more shipping disruptions — potentially counterproductive to mitigating economic consequences — and risk a full-blown regional war. Negotiating or submitting to the demands of a nonstate militia group from one of the poorest countries in the world would be seen by many as a U.S. surrender and would boost the Houthis’ newfound popularity.
