What if lotteries have a secret goal of catching time travellers while making money in the process

My only question is: how would they tell a time traveler from someone who is just lucky, as long as it's been around the law of averages would state there's gotta be at least a handful of normal people who got the numbers right by chance

More importantly, if it eventually got out that a time traveller has indeed been caught because of this. Future time travelers may no longer show up for lotteries.

There goes the entire space time continuem with that paradox.
