As someone who has cared for kids basically all my life I can say that chances are at least one person told the kid not to run and tried to get it to calm down. Chances also are that it's the first kid the parents have had, so they are exhausted and lost.

I Love kids, kids need all the care in the world, but they also need to learn by messing up and having accidents.
