Food stamps has been a net gain for our economy because it answers the issue of bills, or food for lower income people. Some social services are not a net gain for our economy though. Welfare for instance has an issue of the income cut off. It being such a hard wall saying you make this much now so no help for you keeps people either trapped in a cycle of poverty, or constantly at the edge of middle class, and perpetually cycling back into poverty.

When food and housing are not a matter of concern welfare programs become useless, matter of fact we even the basics of survival aren't free in our society so welfare is still needed.
