Yes and no. Current coalition government does not have enough votes to overturn presidential veto, making it impossible to pass any bill level laws that president does not agree to.

In my opinion he’s polling to see if they just want to wing it and submit the “popular” bills and blame all on the president if he vetoes.

They can also try and govern with lower level acts like decrees which do not require presidential signature and therefore are not subject to vetoes.

That has a drawback of affecting mostly cosmetic changes, and with parliamentary elections in 2 years might be deadly to the coalition. Especially with growing far right support, in the first round of the presidential election far right candidates got over 51% of the votes.
