That's pretty much for bloodied/unyielding builds where you can max out SPECIAL stats (except endurance) and also boost the damage of your weapons by up to 95%. There's also Nerd Rage which can give an additional 20% damage boost and there's serependity for survivability.
It's an interesting, strong and fun build but requires alot of maintenance to stay in the sweet rad spot.
